CPSE Payments to MSME Suppliers Are Now Routed Through TReDS

CPSEs are mandatorily required to route the settlement of invoices for goods and services procured from MSME suppliers through an RBI-authorised TReDS platform

Direct Settlement on Invoicemart enables CPSE invoice payments to be processed through TReDS without invoice discounting. MSME sellers receive the full payment against the invoice through a digital settlement route.

What the CPSE TReDS Mandate Means for MSME Suppliers

Under Ministry of MSME Notification S.O. 3507(E), dated 30 June 2026 and The MSME Development (Ammendment) Bill, 2026, all operating Central Public Sector Enterprises must route the settlement of MSME invoices through an RBI-authorised TReDS platform.

This means that payments by CPSEs to MSME vendors are now required to be processed through TReDS.

The mandate requires CPSEs to route invoice settlements through TReDS. It does not make invoice discounting compulsory for MSME sellers.

MSME suppliers may receive the full payment through Direct Settlement or choose invoice discounting when early access to funds is required.

How Direct Settlement Works

The CPSE/MSME initiates the settlement process for an eligible invoice through Invoicemart.
Invoicemart facilitates the Direct Settlement workflow and maintains a structured digital record of the transaction.
The full payment against the invoice is settled through the platform in line with the applicable payment terms.

Direct Settlement enables MSME suppliers to receive the full invoice amount through the TReDS settlement route without discounting the invoice.

Invoice Discounting

Invoice discounting enables eligible MSME vendors to access funds before the invoice due date. Multiple banks and NBFCs are available to bid on the invoice through Invoicemart.
